high_speed_rail_1Around the globe, the race is on to bring the world’s fastest trains — which top speeds nearing 400 miles per hour — to commuters, travelers and business professionals alike. China is devoting billions with hopes for leading the world in rail innovation. Japan is continually making improvements to its 50-year-old system. Countries throughout Europe are expanding upon thousands of miles of high-speed rail track, which run from the south of Spain to Berlin, Oslo and Edinburgh. Meanwhile, the U.S., once known for its transportation innovations, is struggling to catch up.

Instead of embracing the future of modern transportation, some elected officials in the U.S. fail to see the value of passenger rail as part of an integrated network. Many of those same officials are also more than willing to starve the rest of our badly aging transportation system. Our national passenger rail system is continually threatened with bankruptcy budgets by politicians who ignore their constituents and oppose federal support for Amtrak.

Decades of wrong-headed ideology and public policies backed by the corporate lobby and extremists have dramatically altered America’s economic landscape. Advancements made by generations of workers — including fair wages and decent benefits, safe working conditions and the right to form unions and bargain collectively — have been beaten down in favor of dangerous austerity policies, a tax code that coddles the rich, rigged trade deals that send good jobs overseas and what seems like free rein by employers to break unions.

These backward policies have led to an intolerable wage gap, the lowest union density since the 1930s and 35 years of wage stagnation for working Americans. By removing union representation, arguably, the most reliable way for working people to demand better, from the equation, upward mobility and economic stability — characteristics that define the American Dream — have become increasingly difficult to achieve.

Despite these challenges, there is a smart strategy that can boost our economy and help rebuild the middle class: investing in our failing infrastructure and transportation systems.

The middle class that President Obama identified in his State of the Union speech last week as the foundation of the American economy has been shrinking for almost half a century.

In the late 1960s, more than half of the households in the United States were squarely in the middle, earning, in today’s dollars, $35,000 to $100,000 a year. Few people noticed or cared as the size of that group began to fall, because the shift was primarily caused by more Americans climbing the economic ladder into upper-income brackets.

WASHINGTON – A sense of belonging to the middle class occupies a cherished place in America. It conjures images of self-sufficient people with stable jobs and pleasant homes working toward prosperity.

Yet nearly five years after the Great Recession ended, more people are coming to the painful realization that they’re no longer part of it.

America’s soldiers and their families are sacrificing to preserve liberty and ensure justice throughout the world.

As labor unionists, we can follow their example of service by remaining resolute in our struggle against injustice and the denial of human rights and dignity here at home.

Liberty means freedom from tyranny at home. Justice must be demanded in corporate boardrooms and the workplace.

Working men and women are under attack in states throughout America. It is an attack on all that unions have fought so long and hard to achieve — the right to organize and bargain collectively for good wages and safe working conditions.

The attack is by those who cannot make their case at the bargaining table.

Working families, whose purchasing power sustains our economy, absolutely did not cause the economic collapse that has driven states into the red.

Yet those families are now told that their breadwinners don’t deserve a seat at the table when the elimination of their jobs and a reduction in their negotiated wages and health care and retirement plans are discussed.

A half century ago, Americans of every color, creed, faith and age stood shoulder-to-shoulder in the fight against racial and social injustice, and made America a better place for us all.

We must renew that spirit, reaffirm that message and reignite that flame of righteous indignation against this denial of democracy and dignity in the workplace.

We must reach out to young people for whom the American dream is becoming a legendary paradise lost, and to the unorganized, because their future depends on our success.

Without strong labor unions and labor laws, America’s middle class will disappear into a nation of masters and servants.

America is better than that. Our cause is just. Our motives and our actions must be honorable, but unequivocal.

We must prevail, because the loss of these precious rights will dishonor all who came before us, and resign the generations who follow to lives of meager toil without the just rewards of honest labor.

WASHINGTON — Speaking to labor’s rank-and-file via an AFL-CIO electronic town hall meeting last week, Vice President Joe Biden warned of “barbarians at the gate” of working families as attacks on collective bargaining and union membership move forward in numerous state legislatures.

“The only people who have the capacity — organizational capacity and muscle — to keep, as they say, the barbarians from the gate, is organized labor,” Biden said.

“And make no mistake about it: The guys on the other team get it. They know if they cripple labor, the gate is open, man. The gate is wide open.”

Encouraging organized labor to continue the fight against extremists who would destroy labor unions, Biden said, “You built the middle class. We don’t see the value of collective bargaining, we see the absolute positive necessity of collective bargaining.”

The right of workers to join a labor union and bargain collectively with employers over wages, benefits and working conditions is the foundation of workplace democracy.

Brave and dedicated trade unionists before us risked their lives, freedom and economic security fighting for collective bargaining rights, achieving victory first in 1926 with passage of the Railway Labor Act, and then the National Labor Relations Act in 1935.

For public-sector workers, the struggle took longer. Wisconsin was the first state to grant its workforce a right of collective bargaining in 1959. Federal workers gained a collective bargaining right in 1962.

It is ironic that Wisconsin was the first state to sanction public-employee collective bargaining because it is Wisconsin’s governor who this month invited massive civil unrest in his state by attempting to revoke that right.

Similar legislative efforts are underway in Ohio and Tennessee, and the movement to curtail public-employee collective bargaining rights could spread.

If the effort is successful, private-sector workers could then find their own collective-bargaining rights under attack. We are witnessing in Congress and in many state legislatures an anti-union animus stronger than it has been in decades.

To close our eyes to the struggle of state workers in Wisconsin, Ohio or elsewhere is to wake up finding our own collective bargaining rights gone.

That is why union members from across America — many from the United Transportation Union — have been participating in rallies, telephone and email communications efforts, petition drives and other activities in support of public employees whose collective bargaining rights are under attack.

Wisconsin State Legislative Director Tim Deneen and Ohio State Legislative Director Glenn Newsom are coordinating joint action with the targeted public-employee unions.

As a member of the AFL-CIO Executive Committee, I am working with the federation’s Transportation Trades Department to identify additional actions that might be taken to assist in fighting state attempts to restrict or eliminate public-employee collective bargaining.

The outrage is not that public employees must participate — with all segments of society — to close massive budget shortfalls.

The outrage is that Wisconsin Gov. Scott Walker wants to revoke the right of public employees to bargain over health care, pensions and working conditions, plus Scott wants to impose significant costs on workers and their unions by requiring annual representational elections and cancelling the state’s collection of union dues through payroll deduction.

This is all about union busting and not about closing budget shortfalls.

In fact, Christopher Policano, an official with the American Federation of State, County and Municipal Employees, said the union is willing to negotiate concessions with Gov. Walker, “but he wants to throw out the bargaining table.”

Wisconsin is not the only state with a big budget deficit. By contrast, in California, Michigan, New York and Pennsylvania, governors are collectively bargaining with state employees to find the least painful alternatives to balance state budgets.

In Pennsylvania, a spokesperson for Gov. Tom Corbett, a Republican, told The New York Times, “We’ll begin negotiations with the public-sector unions and anticipate we’ll conduct those in good faith.”
