WASHINGTON — Since its creation four decades ago, Amtrak has perennially teetered on the edge of financial extinction, annually fighting down to the wire for minimal funds to keep it operating.This year is no exception. And while UTU member and retiree phone calls — along with tens of thousands of others from Amtrak supporters nationwide — helped defeat an Amtrak-killing effort in the House of Representatives Feb. 17, the assault on Amtrak continues.

And as one should always expect a train at a highway-rail grade-crossing, we should always expect a congressional assault on Amtrak.

Indeed, there are those who do NOT love a train; but there are far more who do.

Limiting the ability of those in lawmaking authority to kill Amtrak — or so severely hobble Amtrak that death would follow — is a perennial effort requiring vigilance and education.

For rail employees — freight and passenger — this is a matter of job survival and family financial security.

This is because Amtrak’s survival means more than jobs for 20,000 Amtrak workers.

It means survival of Railroad Retirement.

Without Amtrak — and its workforce that numbers 9 percent of all active rail workers — Tier II of Railroad Retirement would suffer the same fate as Amtrak. Railroad Retirement Tier II cannot remain solvent should 20,000 Amtrak workers disappear from the employment roles and participation in Railroad Retirement.

Thus, Amtrak’s survival is as important to all active and retired rail employees as it is Amtrak’s current workforce.

Here are points of light for rail employees to communicate to lawmakers:

  • The high cost of fuel, along with traffic and airport congestion, is drawing travelers back to trains for commuting and travel between cities as much as 500 miles apart.
  • A Pew Research poll found that the number of Americans who enjoy driving fell by 10 percentage points over a recent 15 year period — and highway traffic congestion, rather than higher fuel prices — was the reason.
  • The American Association of State Highway and Transportation Officials predicts that by 2020, some 90 percent of urban Interstate highways will be at or exceeding capacity.
  • Philadelphia officials estimate 50 additional flights daily would be needed to handle Amtrak passengers arriving and departing from that city.
  • Federal transportation officials estimate that without Amtrak service into Manhattan, 20 additional highway lanes, 10 new tunnels under the Hudson River and hundreds of acres of new more parking would be required.
  • Civil engineers estimate that two railroad tracks have the capacity to carry as many people each hour as 16 lanes of highway; and 300 miles of railroad use less land than a single commercial airport.
  • Railroads require less land than new highways and airports, they are less expensive to construct, they are more fuel efficient than highway or air transport, they are environmentally preferable to all competing forms of motorized transportation, and they are notably safer than highway travel.

With the election over, change has come to Washington. Since 2001, the congressional political majority has shifted three times. New majorities are nothing new to our UTU legislative team.

While most UTU-endorsed candidates were re-elected, we did lose friends with whom we had long and positive relationships. Thankfully, the UTU is a bipartisan organization that works with lawmakers on both sides of the political aisle.

In the now Republican-controlled House of Representatives, there will be new committee chairpersons – those posts mean everything. Chairpersons decide which bills have hearings and are moved to the House floor for a vote.

Rep. John Mica (R-Fla.) – very knowledgeable on rail, bus and transit issues, and an advocate of investment in infrastructure – likely will chair the Transportation & Infrastructure Committee, where most transportation legislation is first considered. He is one of many Republicans endorsed by the UTU and has exhibited strong support for Railroad Retirement. His door is always open to hear UTU concerns on legislation affecting our membership.

In the Senate, the key committee for transportation legislation is the Commerce Committee, and it likely will continue to be chaired by Sen. Jay Rockefeller (D-W. Va.), another UTU friend. Job number one for the National Legislative Office and talented state legislative directors now is to establish and maintain a dialogue with the newly elected members of Congress and state legislatures – Democrats and Republicans.

Our message will be consistent and focused on job security, better benefits and workplace safety.

Our UTU PAC will continue to be a crucial tool we use to influence legislation. Our UTU PAC helps to establish and maintain relationships. Working families cannot afford to write the large checks provided election campaigns by corporations and wealthy executives. We counter those efforts through our UTU PAC.

Right now in our country, economics are spelling out what transit and transportation will look like, now and in the future.

The UTU Bus Department has been following politics and the trends for funding that are necessary for passenger and public transportation to meet the needs of an aging population and growing automobile congestion. It does not look good.

In every town and community, hard decisions must be made — and we want those decisions made by lawmakers who understand the importance of adequate, reliable and safe public transportation, including transportation of school children by bus.

We have a responsibility to our families, children and community to make sure that the funding for public transportation stays in place. We can do that with our votes on Election Day.

When we say, “vote your paycheck,” keep in mind that the jobs of UTU Bus Department members depend on adequate, reliable and safe funding for public transportation.

We need to get out the vote for labor-friendly candidates who support adequate, reliable and safe public transportation.

Think jobs, because there are candidates out there who are coming after our jobs.

When you cast your ballot on Election Day, support candidates who will do the right thing when it comes to funding and ensuring adequate, reliable and safe public transportation.

I am a laborer. I drive a bus. I want the labor protections that labor-friendly candidates will honor with laws and regulations that my mother fought for as an organizer for the Ladies Garment Workers Union.

We have protections as unionized bus operators, and we want to extend those protections to the unorganized.

Let us all support candidates who are pledged to increased funding for public transportation, job security, safe working conditions and an environment that respects working families.
