Fall 2013 GEC Actions

At the 2009 General Convention a Resolution was passed to publish the actions of the General Executive Council following the approval of the minutes.  The GEC met in Washington, DC during the week of March11-15, and the minutes of that meeting were approved at the GEC meeting in Kew West, FL in October 2013.  In addition the GEC took actions by mail ballot since the March 2013 meeting. Moved, seconded and carried to move forward with offering a national agreement to the employers in the auto industry. Moved, seconded and carried to move forward with finalizing a new national agreement for spiral pipe and round fittings. Moved, seconded and carried to not transfer $400,000 from the International to the AD&D Fund in 2013.   Moved, seconded and carried to contribute $5,000 to the Staff Retiree Club. Moved, seconded and carried to grant the General Secretary-Treasurer the authority to hire an Assistant Controller prior to the retirement of Assistant Controller Jim Linden. Moved, seconded and carried to authorize hiring a Special Projects Assistant for the General President’s office once a job description is written. Moved, seconded and carried to not renew the subscription for four tickets to the Washington Nationals’ season after 2013. Moved, seconded and carried to approve payment of $20,625 as a special assessment to the BCTD for immigration campaign. Moved, seconded and carried to approve Phase 1of the SMART website ($36,000) and Phase 2 ($20,000) upon the General President’s direction. Moved, seconded and carried to reimburse 75% of Local 51’s legal fees related to new representation applications filed during the 2013 raiding period or to defending against Carpenter applications, up to $450,000. Moved, seconded and carried (with one opposed) to assist Locals 30 and 285 with their joint organizing campaign in the Barrie area with funding of $100,000 over 3 years. Moved, seconded and carried to match up to $50,000 to Local 36 in defense against the right-to-work initiative in Missouri. Moved, seconded and carried to approve a six-month grant of $50,000 to cover travel and related expenses to promote adoption of the Uniform Mechanical Code, once the Western States Council secures a seat on the IAPMO board of directors. Moved, seconded and carried to approve the recommendation of the Finance Committee to allow five local unions adversely affected by Superstorm Sandy to file their October 2012 report late. Moved, seconded and carried that SMART members employed by national trust funds begin paying working dues to the International based on a percentage of the top 30 calculation, effective July 1, 2013. Moved, seconded and carried to raise the working dues paid by Sheet Metal staff to the International to $333.26 a month, effective July 1, 2013. Moved, seconded and carried to raise Sheet Metal staff salaries by 1.74%, effective January 1, 2013. Moved, seconded and carried to not grant the proposal of Local 237 business manager. Moved, seconded and carried to continue a full subsidy for the Strategic Researcher/ Organizing Campaign Coordinator for Western States Council for another year, effective July 1, 2013. Moved, seconded and carried to approve a full organizing subsidy for Local 103 for one year, effective April 1, 2013. Moved, seconded and carried to approve the article for The Loop summarizing the GEC actions taken at the August 2012 meeting and actions taken by mail ballot since that meeting. Moved, seconded and carried to add $5,000 to the fine assessed against a member. Moved, seconded and carried to deny a member’s request for a waiver of the penalty pending an appeal to the General Convention. Moved, seconded and carried to approve the 2013 budget. GEC Actions at the March 15, 2013 Executive Session: Moved, seconded and carried to approve the General President’s recommendation to increase the pay of Rich McClees to $15,000 per year more than the salary of the Chief of Staff and to allow first class air travel on SMART business trips. GEC actions passed by mail ballot through September, 2013: Concurred with the recommendation to hold the Transportation Division convention at the Hilton San Diego Bayfront, June 30 – July 2, 2014. Concurred with the recommendation to enter into a two-year agreement with Cvent for an event planning system for $24,100 the first year and $22,100 the second year, as well as an agreement with Serco to upgrade our delegate credentialing system for $7,100. Concurred with the recommendation to enter into a contract with Mosaic Marketing and Product Services for consulting services over the next 17-month period for $250,000. Concurred with the recommendation to reimburse Local 29 for its legal fees of $28,099.86 in connection with organizing the sheet metal workers of a nonunion mechanical company owned by David Norris, the former co-chair of the iTi. Concurred with the recommendation to support Local 137 post an appellate bond for $750,000 by providing an irrevocable letter of credit to the surety bonding company. Concurred with the recommendation to support, at the AFL-CIO’s request, the 50th anniversary of the March on Washington with a $15,000 donation. Concurred with the nomination of Local 71 Business Manager John Helak as 11th General Vice President, effective September 1, 2013. Concurred with the nomination of Local 33 Business Manager Michael Coleman as trustee to the Scholarship Fund.
